Legislative Calendar Changes Delay 

 

Taxpayer Day of Reckoning for Pay Raise Repeal 

 

HARRISBURG—Representative Daryl Metcalfe (R-Butler) announced today that due to recent changes on the state House Calendar the 15-day legislative time clock until a discharge resolution can be introduced to force the repeal of the state pay raise has been delayed.

 

“Now that the House calendar has been officially manipulated to remove Monday, October 3, and Tuesday, October 18 as voting days, Pennsylvania taxpayers will have to wait two additional days to repeal the state government pay raise,” said Metcalfe.  “Rest assured, I will continue to monitor the legislative time clock and keep Pennsylvania citizens informed of its progression.” 

 

Wednesday, September 28 marked the first of 15 legislative days until a discharge resolution could be introduced to move both House Bill 1956 to repeal the unvouchered expenses portion of the recently enacted state government pay raise and House Bill 1945 to repeal the salary increase in its entirety from the Rules Committee to the House floor for consideration.   As the House calendar currently stands, session Days 2 and 3 will take place on Monday, October 17 and Wednesday, October 19 respectively.

 

As stated in House Rule 53, “A member may present to the Chief Clerk a resolution in writing to discharge a committee from the consideration of a bill or resolution which has been referred to it 15 legislative days prior thereto…”  After 25 member signatures are collected, the discharge resolution is officially entered in the House Journal and placed on the voting calendar.  Once on the calendar, the final vote on whether to adopt the resolution can be taken as early as the second day after the full House is notified.
