Under a new policy staring in December, immigrants regardless of their status, will be allowed to provide a current, verifiable foreign passport in applying for a license. State law currently requires license applicants to prove their identity, date of birth, fitness to drive and a social security number or ineligibility letter.
Governor Elliot Spitzer says the new rules should lead to fewer car accidents, lower insurance premiums and will help bring people "out the shadows" and into American society.
